After spending 20 years at the NOAA Atlantic Oceanographic and Meteorological Laboratory in Miami, specializing in ocean climate studies, low-latitude circulation dynamics, and observing system development in the Caribbean and South Florida, I moved full-time to the NOAA Chesapeake Bay Office in 2002 and initiated an Integrated Coastal Observations Program there.


My present work is focused on coastal ocean observing system development. NCBO supports the use of NOAA observations and products in the region; the development of new observations and products, especially integrated ecosystem observations and environmental forecasts; and facilitation of the delivery of the data and products to policy makers, resource managers, and the public. I try to be personally involved in all aspects of coastal observations, including instrument and system design, data analysis, and product development and delivery.


In addition to Chesapeake Bay Observing System activities, I am Steering Committee co-chair and project coordinator for IOCARIBE-GOOS, the GOOS regional alliance for the Wider Caribbean, and on the steering committee of CaRAOOS, the US IOOS regional observing system association for the US Caribbean.
